A European cloud for satellite data, and a struggle to attract chip fabs
Satellite data is getting a European home. Presse-Citron reports the launch of Digital EO, a giant cloud for satellite data built with OVHcloud and CGI. Its stated purpose is twofold: process orbital data faster, and reduce reliance on US cloud providers for sensitive data.
That is the right order of operations. Name the data that should stay in European hands, then build the place it lives. Digital EO does not settle European digital sovereignty in the cloud. It picks one kind of data with one stated risk and gives it an address.
Chips are the harder case. An analysis in Agenda Digitale describes the ASML paradox: the Dutch firm holds key chip technology, yet Europe struggles to attract the factories that use its machines. The machines are European. The factories are hard to win.

Regulation is becoming a product category. Italian platform Complaion has raised 13.5 million euros to expand AI-driven compliance services for SMEs, covering certifications and EU rules such as the NIS2 Directive and the AI Act. For a small firm facing NIS2 and the AI Act at once, that is AI Act compliance as a service rather than a department. For Europe, the rulebook has produced a European business whose product is helping firms live with it.
Helsingborg's Klang offers something smaller and more open. Alongside a 1.32 million euro round for its conversation analysis tools, it released Pianissimo, an open-source speech-to-text model optimised for Swedish. An open model for one national language is a small thing. It is also a building block Swedish developers can pick up and use.

For public bodies holding sensitive satellite data, Digital EO turns an argument into an option: a European place to process that data, with OVHcloud among the builders. Where that data sits from here on is a decision someone will have to own.
The Agenda Digitale analysis names what production capacity needs: competitive energy and common resources. Neither is in ASML's gift. Both are questions of policy rather than engineering, and Europe's chip ambitions will be measured by what governments do with them.

Why this matters for European digital sovereignty
Digital EO becomes more than a sector project only if it pulls existing workloads across, not just new ones. A cloud that hosts fresh satellite processing while older sensitive datasets stay where they are adds capacity without reducing any dependence, which is half of what it was launched to do. The marker worth watching is the first named public user of Digital EO that moves sensitive satellite data off a US provider onto it. That announcement, or its absence, will say whether reduced reliance is a result or a slogan.
