Germany's sovereign AI project with SAP and Mistral rests on a letter

Germany's digital ministry denies that it is walking away from a strategic AI project with SAP and Mistral AI, as Heise reports. The project it denies leaving rests on a non-binding letter of intent, which explored cooperation on sovereign European AI solutions and on modernising public administration.
A letter like that can be signed without commitment and left without consequence. The ministry describes its own role as fostering competition for European AI solutions and creating a reliable framework.
Other governments are putting money into companies. The UK's £500 million Sovereign AI Fund is investing in Augur, a British startup that uses AI to upgrade the country's surveillance network, with access to the Isambard-AI supercomputer as part of the deal. The size of the stake is not given, but the fund's stated aim is domestic ownership of critical security technology. In Spain, Qilimanjaro Quantum Tech, the country's only full-stack quantum computing company, has secured a 19.6 million euro Series A led by Indra, with a public entity under the Ministry for Digital Transformation among the backers. In both cases public money backs a named company.
Businesses…
Demand driven by AI now outruns ASML's planned supply for 2027 and 2028, and customers are already showing strong interest in orders for 2029 and 2030, Silicon Republic reports.
A senior executive put the Dutch company's sales to European customers last quarter at nothing. The queue for Europe's most strategic tech company already reaches 2030, and on last quarter's evidence Europe is not standing in it.
Government…
Baden-Württemberg's finance minister proposes cutting the state's data protection authority by 40 per cent of its staff, even as the authority takes on new tasks. Article 52 of the GDPR requires that such authorities have the resources to do their work, and the cut could breach it. This is the authority that in February was investigating Mannheim's AI behaviour scanner, in a city section where no crimes had been reported since the cameras went up.
Ireland is moving the other way. Its AI Office has an additional 2.3 million euros for an AI regulatory sandbox and AI literacy work, meant to help companies with EU AI Act compliance. Europe's digital rules are written in Brussels, but they are staffed, or not, by member states and their regions.

Why this matters for European digital sovereignty
The months ahead will show whether the German project turns into a contract, a budget line or a deployment. For it to count for European digital sovereignty, a public administration has to end up running something SAP and Mistral AI built for it, under terms that bind both sides. The ministry's framing, competition among European AI solutions, also leaves room for the letter to stay a letter while procurement goes elsewhere. The marker worth watching: whether the digital ministry signs a binding agreement with SAP and Mistral AI that names a budget or a first administration to use the result.
