One Google Cloud region fails, and EU sovereignty rules draw a warning

Europe's cloud dependence rarely shows itself as plainly as it did in London. A power supply issue in Google Cloud's europe-west2 region crippled services for hours, as Heise reports, and among the businesses hit were the fintech Revolut and the parcel firm DPD. The fault sat with their provider, not with them. Their customers felt it all the same.

The outage was in London, but the question it raises is the one Brussels is trying to answer with the Cloud and AI Development Act: how much of Europe should run on whom. A study reported by The Register finds a flaw in that answer. By focusing on domestic infrastructure, it warns, the Act's push for cloud sovereignty could tilt public procurement towards national providers, fragment the market and hold back pan-European competitors, the opposite of a unified European cloud market. The warning deserves a hearing. Concentration on one provider is a real risk, and the outage shows its cost in hours of downtime.

Twenty-seven national clouds are not one European cloud.

OVHcloud is working on the dependence problem from a different floor of the building. The French cloud provider plans to launch its own open-source large language model by late November, Presse-Citron reports, aimed at cyber security, coding and agentic tasks, and meant to reduce reliance on third-party providers. It follows Mistral AI into the race. Earlier this month Ecosia dropped Mistral for open models reached through European infrastructure. An open model from a European cloud provider is exactly the kind of product such a buyer goes looking for. Whether it is any good will only be known once it ships.

Consumers…

In Portugal, MEO, NOS and Vodafone are launching network APIs through the GSMA Open Gateway initiative to fight rising digital fraud, Pplware reports. The tools are meant to strengthen identity verification and detect SIM swap attacks. Credit where it is due. A check that sits in the network does not depend on customers changing a single security setting; it only has to be asked for by the service on the other end.

Businesses…

For Revolut and DPD, a fault at their provider went straight through to their own services. Any company that runs on a single region of a single provider carries the same exposure, and only it can decide to spread the load. The site's directory lists European providers such as Scaleway and Hetzner for firms that want a second one on European ground.

Why this matters for European digital sovereignty

Outages end within hours; procurement rules shape a market for years. That puts the weight of this news on the Act, not on Google. For the Cloud and AI Development Act to strengthen European digital sovereignty, a provider based in one member state would have to qualify as sovereign in every other. OVHcloud's model adds a second test: a European provider is a stronger alternative when it sells software on top of its servers. One thing to watch: whether the Act's sovereignty criteria, in the text that comes out of negotiation, treat a cloud provider from another member state on equal terms with a domestic one.
