Mistral's trillion-parameter bet and OpenAI's EU watermark

In September, Europe Digital read Mistral's funding round as a bet on enterprise control rather than raw model power. Its newest model is a bid for raw power. The French company has launched a trillion-parameter multimodal model, its largest yet, and claims it outperforms any open-weight model built in the US or Europe, as Tech.eu reports. The sales pitch still points at companies, with cybersecurity and finance named as target workloads.

The claim runs ahead of the release. For now the model sits behind a public endpoint, and the open weights follow in three weeks after safety testing, TechCrunch reports. Until then, "outperforms any open-weight model" is a claim from a company whose own weights are not yet open. The target is plain enough: Mistral is aiming at OpenAI and Google, as Sifted puts it.

OpenAI, for its part, is bending a product to European law. From next week it will put an invisible watermark in ChatGPT and Codex output in the EU to meet the AI Act's transparency requirements, according to TechCrunch, and developers can switch it on worldwide through the API. A rule written for the EU becomes a setting for everyone else.

The weak point is detection. Agenda Digitale warns that the statistical system behind such labels risks flagging human authors' work as machine-made, especially in short or constrained texts.

A label meant to protect readers cannot put the burden of proof on writers who used no AI at all.

Why this matters for European digital sovereignty

Once OpenAI's watermark goes live next week, the number that matters is how often it misfires on human writing. Mistral's real test comes later and is easier to see. A trillion-parameter model behind a public endpoint is one more API to rent. The same model with downloadable weights is something a European bank or ministry could run on its own machines, and that is what would make the launch matter for European digital sovereignty rather than for a leaderboard. The marker to watch is whether those weights are actually published in three weeks, as TechCrunch reports is planned.
