A regional court in Bavaria has just done something Brussels' record fines against AliExpress and Temu never quite managed: forced changes to how a platform actually works. The Higher Regional Court in Bamberg ruled, as Heise Online reports, that Amazon's search algorithm explanations and its illegal-product reporting process both fall short of the Digital Services Act's transparency requirements. Amazon now has to make its algorithms easier to understand and its report button easier to use, not simply pay a fine and move on.

That distinction matters. Since the DSA's fining power kicked in, its most visible enforcement has been the European Commission handing down large fines: two hundred million euros against Temu, five hundred and fifty million against AliExpress, both penalties for failing to police illegal listings rather than for how the platforms are actually built. Bamberg's ruling is different in kind. It came from a national court rather than Brussels, and it targets algorithm design and interface choices directly. It is the same shift toward local, on-the-ground enforcement that Germany's AI Act dispute has shown this week on the regulatory side: national institutions, not just the Commission, doing the enforcing.

Not every front of Europe's digital sovereignty is advancing at the same pace, though. A parallel scramble for capacitors and automotive memory chips, driven by AI data centres buying up global supply, is squeezing Volkswagen, Stellantis and BMW just as component prices have jumped more than three hundred percent, as The Next Web reports.

A court can order Amazon to redesign its algorithm. Nobody can order a capacitor shortage to end.

The two stories point in opposite directions but share a lesson. Bamberg shows that when Europe backs its rules with real institutions, courts as well as regulators, it can reach into how a platform is built. The capacitor squeeze shows the limits of that model: no directive conjures a European supplier of passive components into existence.
