Cycloid joins a sovereign cloud framework that isn't fully sovereign
Brussels' sovereign cloud framework picked up a new contractor today, and kept the asterisk it had in April. Cycloid, a Paris startup fresh off its Series A, will build the unified developer portal for up to 5,000 users inside the European Commission's sovereign cloud framework, EU-Startups reports. That framework itself runs six years and 180 million euros, spread across four European cloud providers.
That count of four matches what Brussels announced when it first awarded the framework in April: The Next Web reported then that one of the four providers was a joint venture between Thales and Google Cloud, allowed in because non-European technology can qualify under strict operating conditions. Cycloid's new portal sits on top of that same framework, not a different one.

Give credit where it is warranted: this is a real procurement contract reaching a young company for actual infrastructure work, not another report about the money Europe hasn't spent yet. Warnings about Europe's AI and cloud investment gap have been easier to find this month than money that actually moved. A developer portal for 5,000 users is unglamorous, but someone has to build the layer people actually touch.

Businesses wanting a cloud stack that is European end to end already have options: OVHcloud has run independent European infrastructure for years, not as a subcontractor inside someone else's framework. Cycloid's own path, a Series A followed by a contract of this size, is itself a template smaller vendors can point to when pitching investors on why European public procurement is worth chasing.

Other EU institutions and national governments now have a working template for building digital sovereignty through procurement rather than declaring it: award a multi-provider framework, then let a smaller specialist bid for the layer that actually determines whether users adopt it. The Commission's own contract, not another strategy paper, is the version other governments can copy directly.
Germany's ruling on Meta, meanwhile, is a national judgment, not an EU-wide one. It binds Meta in Germany until a higher court or Brussels itself catches up, and other member states remain free to reach a different answer. A national court moved today while Brussels' own platform rulebook stayed where it was yesterday.

What matters next for this framework is not whether more providers like Cycloid get named, but whether the mix behind the "four European providers" line changes when Brussels renews or expands the deal. If the Thales-Google Cloud joint venture keeps its seat unchallenged for the full six years, "sovereign cloud" will have quietly become a label for European-operated rather than European-owned infrastructure, a distinction the framework's own architecture already allows. The marker worth watching is the next procurement round, whenever the Commission next widens this framework or launches its successor: whether a purely European bidder can win a slot without a US partner attached, or whether the Thales-Google structure becomes the accepted template for the rest of the continent's sovereign cloud contracts.
